Construction begins on Phu Xuan and Phu Xuan 1 industrial parks
On the morning of August 26 in Gia Phu Commune, Linh Linh Industrial Joint Stock Company held a groundbreaking ceremony for infrastructure investment, construction and operation projects at Phu Xuan and Phu Xuan 1 industrial parks. Duong Quoc Huy, Member of the Party Central Committee and Secretary of the Lao Cai Provincial Party Committee, attended the ceremony.

Attendees included Nguyen Tuan Anh, Deputy Secretary of the Provincial Party Committee and Chairman of the Lao Cai Provincial People's Committee; Lam Van Doan, Deputy Chairman of the National Assembly's Committee for Culture and Society; members of the Standing Board of the Provincial Party Committee; standing members of the Provincial People's Council and People's Committee; leaders of departments, agencies and localities; partners and contractors; and a large number of Gia Phu residents.

The two projects, invested by Linh Linh Industrial Joint Stock Company, cover a combined 500 hectares and have total investment of nearly VND 5.5 trillion. Phu Xuan Industrial Park covers 300 hectares with investment of VND 3.277 trillion, while Phu Xuan 1 covers 200 hectares with investment of VND 2.185 trillion.

Under the approved schedule, investment preparations and procedures are to be completed in 2026; infrastructure construction will run from the first to the fourth quarter of 2027; and commercial operations are expected to begin in the first quarter of 2028.

With a combined area of 500 hectares, the two industrial parks will create serviced production land with integrated infrastructure, providing conditions to attract high-tech, supporting-industry, mechanical engineering, manufacturing, deep-processing and logistics projects. The projects benefit from links to the IC17 interchange, Tang Loong Industrial Park, the Lao Cai - Hanoi - Hai Phong railway and other major transport routes, facilitating production connections and goods movement.

Speaking at the ceremony, Lao Cai Provincial People's Committee Vice Chairman Phan Trung Ba said the simultaneous launch of the two projects marked an important milestone, helping expand industrial development space, attract investment and create new growth momentum for the province.

Phan Trung Ba said Lao Cai was entering a new phase of development that required the province to make effective use of its potential and advantages, expand its economic space and improve competitiveness. Developing modern and integrated infrastructure, attracting investment, and promoting green, clean and sustainable industrial development are among its key priorities.
He asked the investor to concentrate resources and implement the projects on schedule, in compliance with planning, investment policies and legal regulations, while ensuring occupational safety, fire prevention and firefighting, and environmental protection. The industrial parks must be developed in a green, modern and integrated manner, use land efficiently, and refrain from attracting projects that pose pollution risks or rely on outdated technology.
The Provincial Economic Zone Authority and relevant departments and agencies were asked to proactively provide guidance and coordination and promptly remove difficulties for the company, ensuring that procedures under state agencies' responsibility do not delay the projects. Tasks must be assigned with clear personnel, duties, responsibilities and deadlines; matters within an agency's authority must be handled quickly without passing responsibility or avoiding action.
For Gia Phu Commune, Phan Trung Ba requested continued coordination with the investor and effective communication and public outreach, while safeguarding residents' lawful and legitimate rights and interests. Compensation, support, resettlement, vocational training, job transition and livelihood stabilization for affected households should be carried out effectively. Industrial-park development should also be linked with urban areas, services, housing and social facilities so local people can benefit from the development process.
The Vice Chairman affirmed that Lao Cai would continue to stand alongside investors, build an open, transparent and equal investment and business environment, and proactively remove obstacles within the legal framework to enable the two projects to proceed smoothly, on schedule and effectively.
The groundbreaking of the two industrial parks in Gia Phu opens additional space for investment attraction and modern production, creating momentum for industrial growth, socio-economic development and improved living standards for local residents.

A representative of Linh Linh Industrial Joint Stock Company said the groundbreaking marked an important milestone in the company's investment in Lao Cai and demonstrated the province's support and partnership with businesses.
The investor pledged to mobilize maximum financial, technological and human resources and coordinate closely with consultants and contractors to implement the projects on schedule while ensuring quality and safety. The company also committed to complying with regulations on occupational safety, fire prevention and firefighting, and environmental protection; developing green, modern and sustainable infrastructure; and prioritizing high-tech projects.
According to the investor, construction of integrated technical infrastructure is expected to run from the first to the fourth quarter of 2027, with the parks ready to receive secondary investment projects from the first quarter of 2028. Once operational, the two industrial parks are expected to attract domestic and foreign capital, support the development of supporting industries and logistics, increase budget revenue and create thousands of jobs.
