Provincial Party Secretary Duong Quoc Huy urged faster progress on Tran Yen Industrial Park, supports Viglacera expansion
This morning (August 11), the Standing Board of the Lao Cai Provincial Party Committee held a working session with Viglacera Corporation - JSC on implementation of Tran Yen Industrial Park and potential investment in several other industrial parks in the province.

Attending were Nguyen Tuan Anh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; An Hoang Linh, Member of the Standing Board and Chief of the Office of the Provincial Party Committee; Phan Trung Ba, Member of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee; and leaders of several departments, sectors and localities.
Viglacera Corporation - JSC was represented by Chairman of the Board of Directors Tran Manh Huu and other members of the company.
The investment project to build and operate infrastructure for Tran Yen Industrial Park (Phase I) received investment policy approval from the Prime Minister, with Viglacera Corporation - JSC approved as the investor under Decision No. 1438/QD-TTg dated November 20, 2024. The project covers more than 254 hectares, has total investment of over VND 2.184 trillion and an operating term of 50 years.

Nearly a year after construction began on August 19, 2025, the project has recorded notable initial progress. In the western area, land clearance has reached 99.4%, equivalent to 108.4 of 109 hectares, while land-use rights certificates have been issued for 107.9 hectares. Total compensation expenditure stands at about VND 212 billion.
Alongside land clearance, infrastructure construction has also accelerated. Site grading is about 75% complete, representing approximately VND 120 billion in work, while transport and drainage systems are around 45% complete, worth about VND 70 billion. The investor expects to complete all site preparation and technical infrastructure across 107.9 hectares in the third quarter of 2026.
The project has also begun attracting secondary investors. Four companies have signed in-principle agreements to lease about 42 hectares, one of which has already submitted an application for investment policy approval.

Lao Cai provincial leaders also presented Viglacera with the province's plans for developing new industrial parks.
Under the master plan, Lao Cai has 21 industrial parks, including 14 under implementation and seven currently seeking investors. Subdivision planning is under way for Viet Hong 1 and Viet Hong 2 Industrial Parks, with completion targeted before October 15, 2026. Detailed planning is also being studied for Y Can, Dong An, Hung Thinh and Luc Yen Industrial Parks.

Viglacera representatives asked the province to help accelerate procedures relating to investment, construction, fire prevention and firefighting, and recruitment, enabling secondary investors to begin operations as soon as possible.
They also called for further improvements to industrial-park infrastructure, particularly transport links with Au Co Road and telecommunications systems. The corporation proposed conducting surveys and studies on Viet Thanh Industrial Park and expanding cooperation on industrial-park infrastructure investment across the province.
Speaking at the session, Provincial Party Secretary Duong Quoc Huy described Tran Yen Industrial Park as a key project of major importance to the province's industrial development orientation.

To keep the project on schedule, he asked departments, sectors and localities to focus on removing difficulties and obstacles, accelerate land clearance, complete technical infrastructure and related procedures, and ensure the project remains on track.
He also asked Viglacera Corporation - JSC to concentrate resources on completing Tran Yen Industrial Park infrastructure, coordinate closely with local authorities on land clearance, and support secondary investors in launching their projects at an early date.

The province also hopes Viglacera will continue studying and expanding investment in local industrial parks, prioritizing the attraction of high-tech, clean-industry and supporting-industry projects with high added value, thereby creating new momentum for Lao Cai's industrial development.
