Lao Cai accelerates completion of border boarding schools ahead of new school year

On August 20, a Ministry of Education and Training delegation led by Permanent Deputy Minister Pham Ngoc Thuong worked with Lao Cai Province on progress in constructing and completing primary and lower secondary boarding schools in border communes, preparations to put the schools into operation, and plans for the opening ceremony of the 2026-2027 academic year.

 

The working session was co-chaired by Provincial People's Committee Vice Chairwoman Vu Thi Hien Hanh. Participants also included leaders of departments and units under the Ministry of Education and Training, provincial departments and agencies, and representatives of Vietnam Television (VTV) and the Voice of Vietnam (VOV).

According to the report, four boarding schools in Muong Khuong, Y Ty, Pha Long and A Mu Sung communes are being built simultaneously. Contractors have mobilized maximum manpower and organized construction in "three shifts and four crews", tracking progress day by day in an effort to complete and hand over the projects before August 30, 2026.

At Muong Khuong Primary and Lower Secondary Boarding School, around 350 workers are concentrating on the final items. The facility is expected to be handed over and put into operation from August 25.

Work is also being accelerated at the other three schools. Construction at A Mu Sung Primary and Lower Secondary Boarding School is about 96% complete, while the schools in Y Ty and Pha Long have each reached around 88%.

Alongside efforts to speed up construction, Lao Cai Province is preparing the conditions needed for the schools to begin operating in the new academic year.

Muong Khuong Primary and Lower Secondary Boarding School has a total investment of VND 255 billion and is designed for 28 classes and nearly 1,000 students. The integrated campus includes classroom blocks, an administrative building, boarding facilities, a dining hall and kitchen, a multipurpose hall, sports grounds and auxiliary works.

Workers rushed to complete the drainage system and outdoor auxiliary works.

The school has been allocated 61 staff positions, including three administrators, 52 teachers and six employees. It is currently short of six lower-secondary teachers and five shared specialist staff. The province is reviewing staffing arrangements and making adjustments and additions; as an immediate measure, five teachers from other schools in the commune are being seconded to teach there.

Procurement and installation of equipment and supplies for study and boarding are also being accelerated. School equipment installation began on August 10 and is expected to be completed before August 25. The province has allocated nearly VND 48 billion to the four border communes to purchase personal items, learning supplies and educational materials for students in accordance with regulations.

Muong Khuong Primary and Lower Secondary Boarding School is in the final stage of completion.

Lao Cai is also coordinating with the Ministry of Education and Training and central agencies to organize the opening ceremony for the 2026-2027 academic year and inaugurate the inter-level boarding schools in border communes on September 5. Muong Khuong Primary and Lower Secondary Boarding School is expected to serve as the main venue.

The ceremony will be attended by Party and State leaders and Lao Cai provincial leaders, and will be held nationwide in a combined in-person and online format.

Under the plan, from 7:30 a.m. to 8:00 a.m. on September 5, eligible inter-level boarding schools in land-border communes will hold ceremonies to inaugurate, hand over and put the facilities into use. Local venues will be connected online to the central venue at Muong Khuong Primary and Lower Secondary Boarding School.

From 8:00 a.m. to 8:45 a.m., the opening ceremony for the 2026-2027 academic year will be held simultaneously nationwide. The programme will include a flag-salute ceremony and the national anthem; an opening statement and introduction of delegates; a report by the Ministry of Education and Training; policy remarks by Party and State leaders; and the ceremonial drumbeat opening the 2026-2027 academic year.

At the meeting, Lao Cai also reported several difficulties affecting implementation, including higher prices for construction materials, fuel and labour; challenges in mobilizing workers in highland areas; inadequate electricity, water and transport conditions at some construction sites; and prolonged rainfall disrupting construction and the transport of materials.

 In response, the province is strengthening direction and mobilizing the entire political system under the principle of the "six clear elements": clear person, clear task, clear timeline, clear responsibility, clear output and clear authority. Lao Cai is determined to complete and put into use the four primary and lower secondary boarding schools in Muong Khuong, Pha Long, Y Ty and A Mu Sung before August 30, 2026, ensuring they are ready for the new academic year.

Representatives of Vietnam Television and the Voice of Vietnam raised issues related to the organization and live television and radio coverage of the 2026-2027 academic year opening ceremony. They asked Lao Cai and relevant units to coordinate closely on preparations and ensure reliable transmission lines, facilities, site appearance and other conditions required for the program.

Speaking at the meeting, Permanent Deputy Minister of Education and Training Pham Ngoc Thuong recognized Lao Cai's proactive and determined efforts to build boarding schools in border communes. He urged the province to maintain the highest level of focus, closely track daily progress and promptly resolve emerging difficulties so that the projects are completed on schedule with quality and safety assured and are ready for the new academic year.

Regarding preparations to put the schools into operation, the Deputy Minister asked Lao Cai to ensure coordinated provision of facilities, equipment, administrators, teachers, staff and boarding conditions. He said particular attention should be paid to admissions and teacher deployment and to providing border-area students with a safe and convenient environment for learning, meals and accommodation.

Pham Ngoc Thuong stressed that completing boarding schools in border communes is not merely an investment in educational facilities, but also demonstrates the Party and State's care for education in disadvantaged areas. The schools will give border-area students better conditions for learning and personal development, while contributing to local human-resource development, population stability and stronger national defence and security in border areas.

The Ministry of Education and Training will continue to coordinate with and support Lao Cai as the projects are completed and all conditions are prepared for the 2026-2027 academic year opening ceremony as scheduled.
