The Lao Cai delegation included Nguyen The Phuoc, Deputy Secretary of the Provincial Party Committee and Chairman of the provincial Vietnam Fatherland Front Committee; and Giang Quoc Hung, member of the Standing Board of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, along with other members of the working delegation. At the meeting with Zongshen Industrial Group, Party Secretary Duong Quoc Huy welcomed the positive initial contacts between Lao Cai and the group in recent months. He praised the company's capacity, reputation and development vision in manufacturing, electric motorcycles and modern production technology.

The Party Secretary stressed that Lao Cai is particularly interested in Zongshen's plan to expand into mid- and high-end electric motorcycles in Vietnam. He also highlighted the group chairman's proposed “one enterprise – two nations – two factories” model, linked to the Lao Cai – Ha Khau Cross-Border Economic Cooperation Zone.

The Party Secretary noted that Lao Cai now has more than 1.7 million residents, with over 75% of its workforce formally trained and young workers accounting for about 47%. He said the province holds a strategic position as a gateway connecting Vietnam and ASEAN with southwestern China, sitting at the midpoint of the Kunming – Lao Cai – Hanoi – Hai Phong – Quang Ninh economic corridor. Its transport infrastructure is becoming increasingly seamless, featuring expressways, inland waterways linked to seaports, an international intermodal railway and a planned international airport.

The upcoming standard-gauge railway connecting Lao Cai, Hanoi and Hai Phong is expected to open new development space for the province's cross-border logistics, supply chains and industrial production.

Lao Cai is currently focusing on developing eco-industrial parks and clusters, high-tech and supporting industries, clean energy and modern logistics. The province has also proactively prepared more than 500 hectares of cleared land, together with technical infrastructure and human resources, to attract large-scale FDI projects.

According to Duong Quoc Huy, Zongshen's development strategy aligns closely with Lao Cai's own priorities for the new period. He said the idea of building an electric-vehicle plant in Lao Cai under the “one enterprise – two nations – two factories” model fits the future development of the Lao Cai – Ha Khau Cross-Border Economic Cooperation Zone. If implemented effectively, he added, it could become a model of cross-border industrial cooperation between Vietnam and China.

On that basis, the Party Secretary invited Zongshen to soon send a delegation for a field survey to study and select a suitable site for an electric-vehicle assembly plant in the province. Lao Cai pledged to accompany and provide maximum support to the company throughout the research and implementation process, particularly on mechanisms and policies, investment procedures, logistics, customs clearance, land access, tax incentives and workforce training.

Beyond electric vehicles, Lao Cai also hopes Zongshen will explore broader investment cooperation in the province across areas such as green and smart industrial-park infrastructure; new energy, lithium batteries and energy-storage systems; logistics and e-commerce platforms powered by artificial intelligence (AI); logistics centers, bonded warehouses and cargo transshipment hubs serving the Vietnamese and ASEAN markets; and cooperation in mechanical engineering, smart agricultural equipment and high-quality technical workforce training.

During the meetings, Zongshen representatives praised Lao Cai's potential, advantages and development orientation. They expressed keen interest in the province's investment environment, logistics infrastructure, border-gate advantages and investment-attraction policies.

The group's representatives said they would continue to step up exchanges and study cooperation opportunities suited to the company's development strategy. They also hoped Lao Cai would keep creating favorable conditions in terms of mechanisms, policies and the investment climate so the company can carry out survey and cooperation-research activities in the coming period.

The Yunnan Energy Investment Group is a major state-owned enterprise of China's Yunnan province, operating chiefly in hydropower, wind power, solar power, natural gas, energy coal and energy-infrastructure investment. The group plays a strategic role in developing clean energy and ensuring energy security for Yunnan, while expanding its investment activities across many countries and regions. Headquartered in Kunming, YEIG is regarded as one of the largest and most competitive energy enterprises in southwestern China.

At the working session, leaders of the Yunnan Energy Investment Group said the group is expanding investment across many Southeast Asian countries. In Vietnam, it has carried out trade and exported chemical products, and it hopes to further promote cooperation with Lao Cai in energy, processing industries and trade. The representatives also invited Lao Cai's leaders to visit, work and conduct field surveys at the company in the coming period to strengthen connections and seek investment-cooperation opportunities.

Party Secretary Duong Quoc Huy affirmed that Lao Cai has ample room and opportunities for development in energy, industry, logistics and border-gate economics. He briefed the group on the province's master plans, development orientations and key projects calling for investment. He urged the group to research, survey and soon launch cooperation and investment activities locally, and proposed that the two parties strengthen information exchange and connectivity in chemicals, energy and the supply of raw materials for industrial production.

In addition, the Lao Cai authorities consistently stand alongside businesses and investors to receive and process administrative procedures quickly. The province maintains a dialogue mechanism between authorities at all levels and the business community to promptly resolve difficulties during project implementation and production and business operations.
