Also attending the meeting were representatives from the following agencies: the Japanese Ministry of Economy, Trade and Industry (METI), the Japanese Ministry of Foreign Affairs (MOFA), the Japan Metals and Energy Security Agency (JOGMEC), JICA, and several Japanese businesses.

Joining the delegation were Mr. Giang Quoc Hung - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; and leaders of provincial departments and agencies.

During the meeting, Mr. Duong Quoc Huy provided an overview of the potential, advantages, and socio-economic development of Lao Cai province; the province's development orientation for industry, mining, high technology, and green development; and discussed potential cooperation between Lao Cai and Japanese agencies and businesses in the future. 

Provincial Party Secretary Duong Quoc Huy held a courtesy meeting and working session with Mr. Ito Naoki, Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam.

Located in the heart of the Northern Midlands and Mountains region, and at the center of the strategic Kunming - Lao Cai - Hanoi - Hai Phong - Quang Ninh economic corridor, Lao Cai is identified as a gateway for trade between Vietnam, ASEAN and Southwest China, and is one of the eight key national border economic zones.

The Provincial Party Secretary affirmed that, along with its favorable geographical location, Lao Cai possesses an increasingly synchronized transportation infrastructure system; the Noi Bai - Lao Cai expressway directly connects with Hanoi and major economic centers nationwide; and an inland waterway network over 240 km long connects with Hai Phong port.

Energy and telecommunications infrastructure continues to receive strong investment; the province currently has one key national border economic zone, seven industrial parks, 22 industrial clusters, and is proactively creating over 500 hectares of clean land ready to attract large-scale industrial projects.

In addition, Lao Cai is one of Vietnam's major mineral resource centers; it has great potential for agricultural development; and many large-scale commodity production areas have been established, such as cinnamon, fruit trees, and medicinal plants.

The Provincial Party Secretary emphasized that, with its strengths in modern technology, advanced management, and experience in green development, Japan is a very important partner with whom Lao Cai province wishes to promote long-term, substantive, and effective cooperation.

Regarding the results of cooperation between Lao Cai and Japanese partners in the past period, Provincial Party Secretary Duong Quoc Huy said that Lao Cai province currently maintains cooperative relations with two localities in Japan, namely Yamanashi province and Mimasaka city, Okayama province, focusing on vocational training, labor, high-tech agriculture, tourism, and disaster prevention.

Regarding attracting foreign direct investment (FDI), the province currently has 5 projects from Japanese investors, mainly focusing on high-tech agriculture, processing of agricultural and forestry products, and biomass energy.

In the area of receiving ODA and non-refundable aid, Lao Cai province is urgently preparing to implement two key projects funded by JICA on rural development adapted to natural disasters.

Regarding labor cooperation and human resource training, Japan is currently one of the key markets for the province's workforce. From 2021 to 2025, through government cooperation programs, Lao Cai province sent over 1,000 workers to Japan to work in the manufacturing, construction, textile, and agricultural sectors.

Ambassador Ito Naoki, the Japanese Ambassador Extraordinary and Plenipotentiary to Vietnam, delivered a speech at the meeting.

During the meeting, Mr. Duong Quoc Huy requested the Japanese Embassy in Vietnam to continue paying attention to and supporting Lao Cai province in organizing specialized investment promotion conferences for the Japanese business community; and at the same time, create conditions for Japanese businesses to research and expand investment in the province's strengths such as processing industry, high-tech agriculture, green energy, logistics and mineral processing.

Lao Cai province hopes that the Japanese Government and JICA will continue to support the locality in accessing new generation ODA funds to develop inter-regional transport infrastructure, irrigation infrastructure, enhance disaster response capacity and sustainable development; and continue to pay attention to the implementation of non-refundable aid for the fields of health, education and social welfare.

The Ambassador stated that Japan welcomes and is very interested in the mineral development potential of Lao Cai; and hopes that this visit will allow him to learn firsthand about the province's mineral resources and seize opportunities for cooperation and investment. Mr. Ito Naoki affirmed that he will compile and report information on the cooperation potential of Lao Cai province to relevant agencies, businesses, and partners in Japan in the near future…
