On July 1, the Law on Identification officially took effect with many new points, including switching from issuing citizen identification cards to identity cards, issuing identity certificates to people of Vietnamese origin whose nationality has not been determined. Only when people need to change to an identity card will it be mandatory to collect irises. For citizen identification cards issued before July 1, 2024, they are valid until the expiration date printed on the card, people can still use them normally, and it is not mandatory to collect irises to supplement. If a citizen has been issued a citizen identification card before July 1 and still wants to supplement irises, they can go to the police agency to apply for an identity card to register. The iris collection process is similar to that for new issuance.

From early morning, many people came to the unit's headquarters to complete procedures for ID card issuance according to the Law on Identification.

Early in the morning of July 1, citizens under 14 years old were taken by their parents to Lao Cai City Police to make ID cards.

According to Lieutenant Colonel Truong Thuy Hai, Deputy Head of the Department of Administrative Management of Social Order (Provincial Police), the Law on Identification clearly demonstrates its scientific and comprehensive nature, not only meeting the requirements and goals of simplifying administrative procedures and citizen papers but also having significance in promoting the value of the National Population Database, the identification database, the value and utility of identification cards and electronic identification cards in socio-economic development; meeting the requirements and tasks of building an e-Government, moving towards a digital Government. The new identification card has many advantages, high security, is manufactured with advanced technology, ensuring against card counterfeiting. The electronic chip on the identification card has information authentication technology through fingerprint or face matching to accurately authenticate the cardholder.

Issuing ID cards to people under 14 years old is in accordance with the provisions of the law on entry and exit, other relevant legal provisions and the laws of many countries in the world. Issuing ID cards to people under 14 years old will contribute to reducing paperwork and administrative procedures, promoting the value of exploiting and using the National Population Database, the ID Database and the utilities of ID cards and electronic identification accounts.

In addition, issuing ID cards to people under 14 years old also brings benefits in verifying personal information, ensuring legitimate rights and interests, and participating in civil transactions, especially essential transactions serving life.

Police collect irises to make identity cards.

Regarding the process, compared to the card issuance process for people aged 14 and over, there are some differences for people under 14. For example, children under 6 years old do not have to collect identification and biometric information, they only need to complete the procedure through the public service portal or the national identification application without having to go directly to the police agency.

On the morning of July 1, citizen Ly Gia Hao, born in 2020, whose mother is of Vietnamese origin and whose nationality has not been determined, had his identity card issued by Lao Cai City Police. It is known that this is the first case in the province to apply the 2023 Identity Law.

At Muong Khuong District Police, Captain Vu Xuan Quan, Head of the Administrative Police Team for Social Order, said: the unit has prepared the best conditions in terms of infrastructure, equipment, and software systems to ensure the collection and issuance of new ID cards for citizens. The issuance of ID cards for children under 6 years old will be done entirely on the Online Public Service Portal.

Baby Ly Gia Hao was guided by officers of the Administrative Police Team for Social Order (Lao Cai City Police) to take a photo to issue an identity certificate.

Mr. Ly Manh Hung, residing in Muong Khuong town (Muong Khuong district), said: After completing the ID card for my child, I will not worry about forgetting it when I go to the doctor or do procedures related to the birth certificate because those documents have been integrated into my child's ID card, which is very convenient.
