Deploying the application of e-invoice phase 2 in Lao Cai province

On the morning of April 4, the Steering Committee for the application of e-invoices in phase 2 of Lao Cai province held a conference on implementing the application of e-invoices in the province.

The conference was attended by Mr. Hoang Quoc Khanh, Standing Vice Chairman of the Provincial People's Committee; members of the Steering Committee for the application of e-invoices phase 2 of Lao Cai province; representatives of organizations providing electronic e-invoices in the province.

On March 24, 2022, the Chairman of the Provincial People's Committee issued Decision No. 638/QD-UBND on the establishment of the Steering Committee, the Standing Group for the implementation of the phase 2 of e-invoices in Lao Cai province (referred to as the Steering Committee 638); accordingly, Mr. Hoang Quoc Khanh, Standing Vice Chairman of the Provincial People's Committee is the Head of the Committee; The Director of the Provincial Tax Department is the Deputy Head and the members are leaders of a number of departments and branches; The Standing Group for the implementation is leaded by the Director of the Provincial Tax Department, the members are representatives of the Departments of Taxation and the heads of the Tax Departments of the districts, towns and cities.

At the meeting, leaders of the provincial Tax Department presented the province's plan on the application of e-invoices, and reported on the results of this work of the provincial Tax Department. Accordingly, up to now, the preparation of human resources, training, technology infrastructure, the establishment of an Operation Center to deploy e-invoices and announcements and propaganda to organizations and individuals have been carried out.

Concluding the meeting, Mr. Hoang Quoc Khanh, Standing Vice Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee 638 requested that by the end of May the province reach 70% and by the end of June, 100% of the subjects eligible to apply e-invoices. To achieve the goal, the Provincial Tax Department and the members of the 638 Steering Committee need to actively and urgently implement the assigned tasks, each branch member needs to immediately coordinate with the chairman of the People's Committees of the districts and towns and city to organize a conference of this work, strengthen the propaganda so that all levels and branches have knowledge that the task of implementing and applying e-invoices is not the tax sector's own.

The Standing Vice Chairman of the Provincial People's Committee requested the Provincial Tax Department to fully prepare technical infrastructure, ensuring the human resources to deploy e-invoices, and promptly handling problems in the implementation process; selecting e-invoice service providers according to regulations, ensuring sufficient technology capacity at a reasonable cost to deploy and support taxpayers in the process of registering and using e-invoices; conducting a review of business registration subjects that are operating or shutting down, ensuring that they are not omitted to arrange staff to guide the registration and implementation of e-invoices; publicly announcing hotlines at tax authorities in the area to timely support and answer problems, opinions and recommendations of taxpayers.

Representatives of the Provincial Steering Committee 638 pressed the button to activate the implementation of e-invoices in Lao Cai province.

At the same time, request the tax sector to coordinate with departments, branches, localities and units to strengthen propaganda about the benefits of implementing e-invoices as well as not using invoices; expand interactive channels to support taxpayers in the process of applying e-invoices.

At the conference, the Provincial Tax Department announced the Decision No. 1002//QD-CT on the establishment of the Central Group to administer the application of e-invoices at the Tax Department; publicication a hotline to support taxpayers in the implementation of e-invoices; The Provincial Steering Committee 638 has pressed the button to activate the implementation of e-invoices in Lao Cai province
