Lao Cai continues to build new rural resources

Over the years, Lao Cai has always paid special attention and care to the development of agriculture, farmers, and rural areas. Especially, the implementation of the National Target Program on building new rural areas has been determined to be substantive and sustainable.

To complete the planned tasks of 2021, the Lao Cai Provincial People's Committee requires the agencies and units in charge of new rural criteria to review, evaluate and appraise the criteria set by the unit in charge of the rural areas to reach the finish line in 2021 in the province. Accelerating the implementation progress of communes striving to meet new rural standards, new rural communes to be enhanced in 2021. Urging investors, commune People's Committees, and construction units to speed up the implementation of the list of work items. Organizing the disbursement of state budget capital in accordance with regulations, ensure that the completion of the capital plan does not leave excess funds to be returned to the Central Government, the investor unit is responsible to the Chairman of the Provincial People's Committee. …

With the motto "Ensuring what to do", synchronously deploying radical solutions, not chasing achievements, striving to not owe criteria. This approach has been applied by many localities in Lao Cai province to build new rural areas, to build new rural areas into reality and sustainability, bringing efficiency and improving material and spiritual life for the people.

In 2021, the whole province of Lao Cai has completed and maintained 61/127 communes meeting new rural standards. Average criteria has reached 15.15 criterias/commune (increasing 11.82 criterias compared to 2010); Lao Cai city is recognized for completing the task of building new countryside; Xuan Quang - Bao Thang commune was recognized by the Provincial People's Committee as "Advanced New Rural Commune"; Bao Thang district has completed the documents and submitted it to the Central Government for appraisal and recognition of completing the task of building the new countryside.

In the period of 2021-2025, Lao Cai province aims to build a new countryside so that the material and spiritual life of people in rural areas is constantly improved; rural socio-economic infrastructure is synchronous and gradually modern, closely connected with the process of urbanization. New rural construction creates harmonious development between regions, especially faster transformation in areas with many difficulties such as in remote areas, highlands, and areas with many ethnic minorities, in order to accelerate the construction process of Lao Cai to develop quickly, strongly, and firmly, continuing to be the top developing province of the Northern Midlands and Mountains…. The province also sets a target that by the end of 2025, the whole province will have 4 district-level units completing their tasks/reaching new rural standards, including 3 districts: Bao Thang, Van Ban, Bao Yen, and Lao Cai City; 01 newly enhanced rural district (Bao Thang district); The province has 94/127 communes maintaining and meeting new rural standards, reaching 74% of the total number of communes in the province (increasing 37 communes compared to the period of 2016-2020). In which: striving for the whole province to have 20 communes up to the standard of "Newly advanced rural communes" and 9 communes meet the standard of "Standard New Rural Commune". Striving for the period of 2021 - 2025, the People's Committees of districts, towns, and cities will recognize 90 villages as "Standard Villages" and 110 villages as "New Rural Villages". On average, the criteria has achieved 17.3 criterias/commune. There are no communes under reaching 10 criterias. The estimated capital demand for implementation of the National Target Program on building new rural areas in Lao Cai province in the period of 2021 - 2025 is 4,622,000 million VND. In which: direct investment from the central budget is 1,050,000 million VND; Local budget capital is 1,250,000 million VND; integrated capital: 1,800,000 million dong; supporting enterprise capital is 150,000 million VND; Community capital is 372,000 million VND.

To achieve the above goal, Lao Cai needs to focus on improving the quality of planning to meet the requirements of restructuring the agroforestry economy associated with new rural construction. Gradually perfecting essential rural infrastructure, fundamentally changing the rural appearance, creating a breakthrough in rural economic and social development. Effectively restructuring the agricultural sector in the direction of increasing added value and sustainable development in association with new rural construction, restructuring the rural economy, and raising people's incomes.
