Digital transformation needs to be fast and synchronous to maximize efficiency
On the morning of August 8, Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation, chaired the third meeting of the National Committee on Digital Transformation. In April 2022, the Prime Minister decided to take October 10 as the National Digital Transformation Day. The theme for 2022 is "Digital transformation solves society's problems for a better life for people". The response activities in 2022 focus on initiatives that bring practical benefits to the people; promoting and promoting the use of digital products and services by all people in Vietnam; promoting the universalization of digital skills, helping people enjoy the results of digital transformation.
According to a report of the Ministry of Information and Communications at the meeting, in the first half of 2022, digital transformation has been effectively implemented in all agencies, units, branches and localities across the country. Many goals reached and exceeded the targets of the whole year such as: The percentage of enterprises using e-invoices reached 100% of the whole year target; the proportion of e-commerce revenue in the total retail sales reached 11.27%/7% of the whole year target; the percentage of people aged 15 years old with payment accounts reaching 66%/65% of the whole year target… Digital transformation is carried out on 10 basic contents: Digital awareness; digital institutions; digital infrastructure; digital platform; digital human resources; network safety and security; digital government; digital economy; digital society; smart city.

The Ministry of Information and Communications has proposed two key options for digital transformation in 2023 for the Government to consider and soon issue plans and guidelines for implementation. Option 1 is to popularize digital skills for the whole population. Under this plan, state agencies focus on perfecting mechanisms and policies for cadres doing digital transformation, training and fostering skills in digital transformation for cadres, civil servants and public employees, and all State management and law enforcement on digital transformation from central to local. Enterprises focus on organizing training, retraining and advanced training in digital skills for employees. Organize the dissemination of digital skills for the people. Option 2 is to bring business activities to the digital environment using Vietnamese digital platforms. Under option 2, state agencies focus on reviewing and optimizing the provision of online public services for businesses, reducing business conditions. Enterprises focus on digital transformation, bringing operations to the digital environment, and producing and doing business in the digital environment. People use digital products and services provided by businesses.
At the meeting, ministries, branches and localities reported on the implementation of digital transformation at agencies and units in the first 6 months of the year and the plan for the last 6 months of the year, and proposed and commented on the plans and solutions to remove difficulties for the digital transformation work of the Government as well as the National Committee on Digital Transformation, towards achieving the goals of the fastest, most synchronous and effective digital transformation.
Speaking at the meeting, Deputy Prime Minister Vu Duc Dam said that digital transformation is necessary but not simple and easy to implement. The implementation should be carried out from the central to local levels, creating synchronous and convenient for officials, localities and people. In particular, it is necessary to ensure network safety and security to ensure the effectiveness of digital transformation.

Concluding the meeting, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the results achieved in the digital transformation work of ministries, departments, branches, and localities, especially having made an important contribution to raising people's awareness and achieving digital transformation targets and targets.
The Prime Minister requested ministries, branches and localities to clearly indicate difficulties and obstacles in low-achievement targets in order to have a plan to strive for implementation in the coming time; need to coordinate to effectively implement digital transformation; diversifying markets, diversifying products, actively applying information technology for digital transformation, meeting the increasingly fast and strong demands of the market and society.
The Prime Minister also pointed out the shortcomings and limitations in digital transformation for ministries and sectors to pay attention to and invest in, such as: Low and unstable transmission line quality; need to improve software, apply technology more effectively, better meet the needs of using public services of the people... From now until the end of the year, ministries, branches and localities need to strengthen inspection and supervision of digital transformation to accomplish the remaining goals set out.
The Prime Minister emphasized: Digital transformation must be an important tool contributing to building an independent and self-reliant economy, promoting the spirit of solidarity and sharing for mutual progress, avoiding partial thinking, promoting creativity and initiative of agencies, units and localities; digital transformation must create benefits for people; mobilizing social resources to accelerate the digital transformation process...
